My solution
In the code below, I set up two scenarios. First, I set up Windows 8.1 on my PC when I would visit Google Play and the Store and then I would also set up my Windows RT device. That's all.
Now, let's take a look how I can set up Windows 8.1 on my PC. When I open up the Start menu, I find in the window that it uses a different keyboard in the top row. I click on Enable, but it comes up empty. In the next screen, however, there is another window. You now have a working example on your PC.
How to Set Up Windows 8.1 On Your PC
This is a bit trickier. To do that, I first need to open up the Windows 8.1 Setup Wizard. While it tries to recognize your PC, if it doesn't recognize your PC immediately, it will crash that application. The solution is to move the mouse pointer on any window or icon you see below and click the Install Windows Device shortcut. This will install all apps I have installed on my PC. It was a pain trying to find, but once installing I had the following message:
OK, and the app install is successful, but Windows 8.1 failed to install when I opened the Install Windows Device setting on PC.
There is a long waiting period when this process continues. I did try to disable System Center from my PC or force restart as a last resort.
Microsoft just gave me the following response:
Thank you. All actions listed under User Actions are taken under User Settings. Please use the Google settings menu to change the settings.
So, I started Microsoft's Help Center where they put all the tips out there and offered some suggestions. Here are the steps that I followed for setting up Windows 8 .
1. Go to Windows 8.1 Settings. Select "Apps". Set your OS, install this application, reboot your PC, you should see the device. Check the box with Ctrl + D to restart your PC. 2. Choose the Windows RT devices in the list and open Properties. Choose Apps>Settings>Apps>Windows RT Devices. 3. Click the Devices. Expand the list you selected and look for Devices with Windows RT option. Click "On devices with the following settings". 4. Click the device you just ran Install Windows Device to install the application. 5. Press and hold down your mouse cursor and press the "Activate Update" button (if your device is currently pinned under one of the three options) to make Windows Store activate it. 6. From the menu, choose the "Update" setting. 7. At the bottom of the list click "Uninstall from Windows Store". 8. To start the installer, open Windows Update with "Administrator Tools". 9. On the right side of the "Install Windows Updates" window, check the box for "Change the Windows Store installation folder". 10. In the left right field you can see this box in Settings>System>Administrative Templates. Now open the Windows Registry Editor and set "Update". If nothing is installed you can see here how to manually start the application (and the PC will reboot and the Windows Runtime will boot up!). This can help you with Windows Update after you have installed a new operating system.
How To Install Windows 8 on Your PC
I made this list on my PC. I did some research on how to use the settings on the desktop, so I took it a step further. Here are the steps to install a file called a Windows RT app on my PC:
Open the "Update Settings" menu on your desktop. Right-click on an app on your desktop and click Properties. Click "Package". Enter your name, a phone number, a device number and one or more of the following:
a. your phone
b. Windows 10 Mobile OS
c. a computer running Skype
d. a computer (for example a laptop) running Windows 7
e. on your "I'll install this app on my PC." column set to "Uninstall".
7. Go back to the "Update Settings" menu on your desktop and select "Package" again. After this selection, click the "Reboot".
